Report on Governing Council of US Figure Skating

San Diego, CA
May 7-8, 2004

This year Susie Elvin, Kevin Elvin and Bonnie Boaz attended Governing Council in San Diego. They were the official delegates to the Governing Council for CCSC. The Council was two days of listening to and voting on new rules for the upcoming year to be published in the new US Figure Skating rule book. The days preceding the Governing Council were filled with workshops and round table discussions on various topics in figure skating.

There were three main issues decided on at the Governing Council of 2004.

  • The 12-4 plan to redivide regions and sections in the US for Qualifying Competitions and Governance was defeated. A charge was sent back to committee to make it fairer for skaters to advance from large regional competitions. This should come back for a vote next year.
  • Adult Dance and Masters Dance test passing marks were lowered to be more inline with the marks for Adult Moves In the Field and Adult Free Style Tests. This change will come into effect as soon as new test papers are made to reflect this change of passing marks. This could happen as soon as mid June.
  • It was decided that the National Figure Skating Championships are getting so large that is it unreasonable to expect clubs to run financially sound competitions. So in the future, US Figure Skating will run all National Championships.

See any of the Delegates for a complete copy of all actions taken at Governing Council or download the Combined Report of Action from the US Figure Skating website.

Passing Averages Adjusted for Adult and Masters Dance Tests

Passing averages for Adult and Masters dance tests have been changed. Adult dance tests are an option for skaters over 25 years of age. Masters dance tests are an option for skaters over 50 years of age. In both cases, solos are not required and the passing marks are lower than standard tests at the same level. These changes provide an opportunity for adult skaters to progress through new, interesting and more difficult dances.
